Thank you for your support of the newly-elected District Councils and their role in selecting new Interim District Pastors. These leaders will be officially inaugurated tomorrow and begin serving their Districts immediately.
															
The following statement defines the role and responsibilities of the Interim National Council which serves on a national level in our new system of governance.
															
ROLE AND
															RESPONSIBILITIES OF THE INTERIM NATIONAL COUNCIL
The
															Interim National Council is an advisory and advocacy
															body that works with the National President to
															revitalize and grow the Unification Church in
															America.
Composition
1. The
															National Council is comprised of one representative
															from each of the twelve Districts, and key National
															Department Leaders.
1a. District
															representatives are to be nominated by the District
															Councils by December 10, 2012 from among their members
															or others from the District. Nominations require
															confirmation by the National President.
1b.
															District representatives who are not members of a
															District Council are to join their District Council as
															a non-voting observer to gain knowledge of District
															issues and concerns.
2. The National Council
															has a Chairperson and Secretary as officers. The
															Chairperson is the National Executive Vice President
															and the Secretary is elected by the Council.
															Optionally, a Vice Chairperson may be elected.
3.
															For there to be a quorum, no more than two Council
															members may be absent from a National Council
															meeting.
4. National Council recommendations
															are approved by simple majority vote, for confirmation
															by the National President.
5. National Council
															representatives are volunteers and receive no
															compensation other than for travel expenses and any
															other out-of-pocket expenses related to attending
															National Council meetings.
6. National Council
															representatives serve a one-year
															term.
Responsibilities
1.
															National Council representatives work with their
															District Councils to prepare reports and
															recommendations on the types of support needed from
															National Headquarters.
2. National Council
															representatives also serve on working subcommittees,
															including at least the following:
-- Evangelism: church growth, education, marketing, etc.
-- Blessed Family: Blessing preparation, youth ministry, traditions, etc.
-- Polity: developing a
															national charter for local church governance
2a.
															Each representative is to submit a list of preferences
															for his/her subcommittee service, in order of first,
															second or third preference. Based on the preferences,
															the Executive Vice President assigns each subcommittee
															with four District members (not necessarily the
															representatives’ first preference). Related
															National Department Leaders also serve on the
															subcommittees.
3. The first meeting of the
															National Council will be held by teleconference in
															January, 2013. Afterward, subcommittees are to work
															remotely in preparing their recommendations. The
															entire Council is to speak monthly to review
															progress.
4. An in-person convocation of the
															National Council will be scheduled during the second
															quarter of 2013, as a two to three-day meeting in New
															York. Recommendations from the Districts and
															subcommittees will be discussed by the entire Council
															and presented to the President.
5. Confirmed
															recommendations of the National Council are to be
															taken back to the Districts for review, discussion and
															eventual ratification.
6. The National Council
															is to conduct ongoing conference calls and/or web
															meetings to address national issues.
7. Minutes
															of all National Council meetings are to be recorded
															and submitted to National Headquarters.
Of
															utmost importance to the effectiveness of the National
															Council is that District Councils select
															representatives who are qualified for this important
															and influential role. We expect the National Council
															to be comprised of representatives who have 1)
															demonstrated a longstanding commitment to their local
															church, and 2) have credentials and experience
															directly related to church health, growth and
															governance. We urge the District Councils to be
															mindful of these expectations when selecting their
															representative.
